NERC
NERC, the North American Electric Reliability Corporation, is an authority that issues reliability and adequacy standards for the bulk power system. Large PV plants that feed the bulk power system, meaning those above 20 MW at the utility interconnection, must follow NERC and FERC reliability standards. The operator of such a plant must be listed on the NERC compliance registry as a generator owner and generator operator. The requirements include cybersecurity and critical infrastructure protection, emergency preparedness plans, reactive power and voltage control, active power control, harmonics, and voice and data links to grid operators. Being registered as a generator operator adds operating and maintenance work at a PV plant. Most of that work involves documentation, and the operator can face costs if the requirements are not met. Equipment makers publish guidance on NERC CIP cybersecurity compliance for low-impact facilities. One example is Tesla's application note for Megapack sites.
<!-- review notes
- sentence 6: support check: partial - The list includes Tesla's 'NERC CIP Low Impact Facility Cybersecurity Compliance' application note, but the passage doesn't say it's for Megapack sites specifically, nor that equipment makers generally publish such guidance. -->
