Authorized employee (lockout/tagout)
Each authorized employee puts a personal lock or tag on the group lockout device, group lockbox or similar mechanism when starting work, and takes it off when they stop working on that equipment. Complex lockout/tagout applies when a job has multiple energy sources, crews, crafts, locations, employers or disconnecting means, needs particular sequences, or runs past one work period. It requires a written plan that names the person in charge, who is accountable for doing it safely. Under Powin's energy control plan, a lockout/tagout device must be removed by the employee who applied it. If that authorized employee is unavailable, the device may only be removed under the direction of one designated person, either the Safety Officer or someone management appoints. That person must first confirm the employee is not at the facility and must try to contact them. The employer must provide lockout/tagout training and equipment. Recommended topics include installing devices, the employee's duty in carrying out procedures, and authorized versus unauthorized removal of locks and tags. A lock must identify the person who installed it, and its key or combination stays with that person or the person in charge. Everyone who installs a lockout/tagout device signs their name and the date on the tag.
<!-- review notes
- sentence 3: support check: partial - The passage states removal by the applier, removal under a single designated person (Safety Officer or management designee), verification the employee is not at the facility, and efforts to contact. It does not name 'Powin' or say 'only'; and the contact is to inform after removal, not a try-to-contact-first step.
- sentence 5: support check: partial - Lock identifying the installer and key/combination staying with installer or person in charge are stated, and the sample program says installers sign name and date on the tag. But the key/combination stays with the person in charge only 'when provided by the established procedure', and the signing is only in a sample template (with an alternative). -->
