FERC
FERC stands for the Federal Energy Regulatory Commission, a US authority that, together with NERC, sets reliability and adequacy rules for the bulk power system. Large PV plants that feed the bulk power system, meaning more than 20 MW at the utility interconnection, have to meet the standards these authorities issue. Under NERC and FERC rules, the plant operator must register and stay listed on the NERC compliance registry as a generator owner and generator operator. The operator must provide and document items such as cybersecurity and critical infrastructure protection, emergency preparedness plans, reactive power and voltage control, active power control, harmonics, interconnection studies, and voice and data links to grid operators. Operators must also train and certify their staff, and registration as a generator operator adds maintenance and documentation work at the plant. Missing the FERC and NERC requirements can bring extra costs for the operator.

- sentence 1: review: partial - The passages expand FERC as the Federal Energy Regulatory Commission and say it issues reliability and adequacy standards with NERC for plants feeding the bulk power system, but they do not explicitly call it a US authority. -->
