Net billing
The same rule defines Net Energy Metering (NEM) as a separate term under earlier statute sections. NEM-1 and NEM-2 refer to interconnection requests filed under specific NEM schedules. Under traditional net metering, PV energy that is not used on site goes to the grid and earns a credit on the owner's bill, so the owner pays only for net consumption. The most common net metering approach gives one-for-one kilowatt-hour credit, and an annual true-up compares total consumption with total generation. For these arrangements, the utility revenue meter is a bidirectional recording meter that must meet both the tariff and the billing rate requirements.
<!-- review notes
- sentence 1: support check: partial - The passage defines NEM as a separate term and NEM-1/NEM-2 as interconnection requests under specific schedules, but it doesn't say that NEM is defined 'under earlier statute sections'; it lists PUC Sections 2827, 2827.1, 2827.8, 2827.10.
- sentence 4: support check: partial - The note says the meter will be Bi-directional/NET/Recording and meet tariff and billing rate requirements, but it is specific to that installation note rather than stated for all such arrangements, and 'must' is only implied by 'will be'.
- sentence 1: review: partial - Rule 21 does define NEM separately (PUC 2827, 2827.1, 2827.8, 2827.10) and NEM-1/NEM-2 as requests under specific schedules, but nothing says these are 'earlier' statute sections.
- sentence 4: review: partial - The Eversource MA SMART note says the revenue meter will be a bidirectional/NET/recording meter that meets tariff and billing-rate requirements, but the claim stretches this one installation note to all 'these arrangements' and turns 'will be' into 'must'. -->
